Position Title: Head, Employee and Industrial Relations Division
Job Summary
Develops strategies and interventions for the effective and positive employer-employee relationships thereby maintaining a productive and efficient workforce environment.
Provides support in the development of labor relation programs, formulation and implementation of proactive and constructive policies and programs on employee standards of behavior.
Plans, organizes, directs and implements the Bank’s employee relations programs including engagement, internal communication, work-life programs and/or Corporate Social Responsibility (CSR) through sustainable and organized engagement interventions and employee volunteerism.
Manages compliance to standards on labor or work conditions as well as occupational safety and health through planning, organizing, implementation and evaluation of pertinent policies, programs and infrastructures.
Specific Duties & Responsibilities:
Industrial Relations
- Manages the industrial relations policies and programs with the implementation of the Bank’s Code of Conduct.
- Ensures administration and implementation of the Collective Bargaining Agreement (CBA) while ensuring strong union relations and open communication lines.
- Handles employee administrative cases covering investigation, deliberation and implementation of administrative cases decision.
- Threshes out and takes the lead in resolving problems/matters affecting Management-employee relations.
- Ensures execution of recommended resolutions on labor-related concerns and issues e.g. LMC & grievance handling.
- Counsels employees subject to various operations/administrative cases.
- Coordinates with other bank units and external counsel for early resolution of labor cases protecting bank interest.
- Ensures compliance with labor / employment regulations and ensures safe and healthy working conditions.
Employee Relations
- Plans, develops, organizes implements and evaluates executes and manages institutional initiatives that promote positive employee experience and Life-Work Balance;
- Plans, develops, organizes, implements and evaluates Bank-initiated corporate social responsibility (CSR) activities through the Purple Hearts Club chapters and their corps of officers
- Assesses designs, develops, implements and evaluates institutional employee engagement programs, including employee volunteerism.
- Facilitates internal communication for various HR programs
- Develops, designs, executes and manages appropriate and effective communications plan supporting approved HR/ER initiatives and activities
- Designs HR communication materials for internal organization’s broadcast tools, e.g. email, Workplace, intranet, etc.
- Oversees Bank’s chapels’ and multi-purpose hall management by appropriate policy formulation, monitoring of utilization and coordination with relevant Bank units.
- Advocates, maintains and coordinates employee volunteerism participation in the various CSR activities of the Bank and PHC chapters;
- Establishes, coordinates and maintains strategic volunteerism partnerships with external entities including but not limited to the Philippine National Volunteer Supervision and Coordinating Agency (PNVSCA) Metrobank Foundation and GT-Metro Foundation to carry out the Bank’s employee volunteerism activities.
Records Management
- Ensures completeness of industrial and employee relations program files.
Database Management
- Ensures creation and maintenance of databases including but not limited to the following:
- Employee discipline and labor cases;
- Purple Hearts Club;
- Occupational Safety, Health and Welfare; and,
- Labor laws compliance
Reports Management
- Directs the conduct of research and surveys of industry labor and/or employee relations policies and practices as maybe required by the management.
Management Reports
- Ensures preparation of timely and accurate management reports
