Position Title: Deputy Head, Talent Acquisition Department

Job Summary:

 

Develops and implements talent acquisition & manpower strategies to support the Bank’s various recruitment requirements. This includes sourcing strategies, employer brand and application of recruiting trends to identify effective and most efficient ways to recruit top talents externally. Handles selected specialized searches for key positions in the Bank.

 

 

Specific Duties & Responsibilities:

 

Sourcing Program Development, Networking, and Branding

  • Develops new/enhanced sources of qualified candidates to meet Bank’s human resource requirements through various traditional & non-traditional channels including but not limited to networking, online sourcing, bank’s recruitment website, job search engines, internal job postings, marketing collaterals, executive search partnerships, and employee referral program

  • Conducts targeted sourcing of selected individual from various industries to fill up the Bank’s key position requirements

  • Establishes contacts and builds networks with various sourcing contacts, such as schools, colleges & universities, professional organizations, placement offices, review schools, internship program participants, job fair applicants, employee/applicant referrals and various online & social media

  • Provides Employer Branding direction and promote the company’s Employer Value Proposition and position Metrobank as the Employer of Choice. 

  • Designs, develops, and ensures consistency in all internal and external recruitment collaterals: brand messaging, look and feel.

 

Recruitment Processing

  • Facilitates requests for manpower (i.e. replacement, additional staff, etc)

  • Partners with HRBP Team Leads, Senior Officers, and Business Unit Heads in understanding the current manpower requirement as well as future and potential requirements in the business

  • Cascades Service Level Agreements to hiring managers to ensure efficiency in the process is in order.

  • Finalize Manpower Planning with the BU Heads together with the HR Business Partners

  • Initiates, facilitates, and leads calibration calls/meetings with clients regarding recruitment requirements

  • Closely looks into the Senior Officer and Leadership requirement of the Bank and conducts preliminary screening interview of senior officer applicants

  • Assists HRMG Group Head in handling and processing Senior Officer candidates and provides regular updates on executive vacancies and applicants

  • Sets and implements recruitment criteria and standards to ensure quality hires

  • Reviews and approves all hiring of applicants and ensures compliance of hires with the Bank’s policies and regulations. Escalates and explains any deviation hires to HRMG Head

 

Onboarding Process

  • Checks accuracy of data encoded in the HR system

  • Reviews and approves payroll advice to Office of the Assistant to the Group Chairman (OAGC) regarding newly hired employees and updates in employee demographics.

  • Reviews list of qualified candidates for hiring every 1st or 16th of each month and reports to HRMG Head the number of applicants hired per hiring date

  • Oversees coordination with external vendor for the preparation of the company ID. Monitors distribution of company ID for new hires as well as ATM

  • Turns-over complete hiring documentation to HRSSD for 201 creation

  • Reviews and approves payment and/ or reimbursement of medical expenses and ID creation

 

Vacancy Management

  • Monitors and validates entire vacancy database and coordinates with HR Business Partners to ensure accurate details are in place

  • Cascades newly declared vacancies to Recruitment Officers

  • Reviews vacancies and ensures that submissions and updates are regularly being done by TAD and HRSSD

 

Vendor Management

  • Reviews all existing vendors of the Department and ensures that all documents and procedures are taken care of in accordance with the Bank policies

  • Reviews potential vendors for engagement and spearheads accreditation process if needed

  • Handles contract and accreditation renewals as needed

  • Management Reports

  • Ensures preparation of timely and accurate management reports.

  • Prepares summary of performance reports of recruitment and sourcing officers

  • Regularly reports vacancy status and fill-up rate to senior management, and/or business units

 

Leadership and People Development

  • Manages Talent Acquisition Officers and Onboarding Assistants directly and periodically checks individual performance

  • Reviews account assignments and initiates changes as necessary

  • Ensures all TA officers are knowledgeable and up-to-date on internal and regulatory policies

  • Acts on escalations and deviations of the team and provides sound recommendations

  • Steers strategic direction on process improvements and enhancements projects.

  • Establishes and provides performance metrics and measures to continually assess the effectiveness of the team and its progress and the value of programs and processes, including assurance of daily delivery targets

 

Others

  • Constantly review processes of the department and initiates changes as necessary

  • Prepares and reviews budget of the department

  • Other tasks that may be assigned from time-to-time
