Position Title: Deputy Head, General Services Group

Job Summary:
 

  • Responsible for the management and supervision of the following functions and services to the Bank and its constituents:
     
    • Basic Procurement of Goods and Services (Catalog Items)
    • Strategic IT/Non-IT Procurement (Non Catalog, Critical and/or Big-Ticket FFEs, Enhancements, Upgrades, Projects and Initiatives)
    • Supply Chain Management, Order Fulfillment
    • Management, control, administration and disposition of the Bank’s Real and Other Properties Acquired and other non-performing assets identified for disposition
    • Payments and Disbursements for the Bank
    • Property and Asset Leasing (for the Bank as a Lessee or a Lessor)
    • Business Process and Risk Management, as it relates to the Group

Role Exposure:
 

  • Overall Management
     
    • Provides leadership in managing overall operations of the Group to meet the goal and objectives through its functional units
    • Drives the formulation of business strategy, policies, and processes of the Group
    • Directs and facilitates initiatives for better performance, greater efficiency and use of resources
    • Defines and provides guidance on negotiating strategy, pricing, and all commercial terms and conditions related to procurement of regular and strategic goods, services, projects and initiatives
    • Reviews and approves terms, purchase orders and contracts with vendors and suppliers.
    • Reports to Bidding Committee (BIDCOM), Property Acquisition and Disposition Committee (PADCOM), Senior management Committee (SMC) or any other committee and to the Senior Management, the status, performance, matters or issues as may be required, to seek direction or instruction and carry out directives given by the Committees or Senior Management
  • Operations and Governance
     
    • Sets the Group’s performance standards that support the achievement of the Bank’s business targets
    • Ensures timely and efficient completion of Business As Usual (BAU) activities, initiatives, projects and transactions
    • Oversees execution of projects and transactions that fulfill the needs of its internal customers or assigned by the Senior Management (Special Projects)
    • Reviews and endorses to BIDCOM, PADCOM, SMC, or other committees, approval of business plans, initiatives, pricing for disposition lease proposals, projects, transactions, budgets and expense items
  • Commercial
     
    • Identifies ways to reduce costs without negatively impacting quality of programs, products, and services
  • People Management
     
    • Leads, guides and mentors direct reports to ensure their success in meeting the performance goals of their respective business units
    • Drives professional and personal development of employees by providing learning and development opportunities to team members 
    • Drives succession planning as a key performance objective of the functional heads
    • Drives employee engagement and retention by ensuring the business unit heads are championing engagement initiatives in their respective units
  • Others
     
    • Supports the administration and oversight of the Board by providing proper advice and information relevant to the Group
    • Performs duties of a Committee member (board or bank level) and/or other program management related functions as may be assigned by the senior management

Qualifications:
 

  • Bachelor’s Degree in Business and/or equivalent
  • At least 15 years of solid experience in General Services (Logistics / Supply Chain) covering procurement and vendor management
  • With strong exposure in Negotiations and Bidding Management as well as Strategic and Complex Procurement (including IT Procurement)
  • Seasoned people manager with proven leadership capabilities
  • Certifications an advantage
