Position Title: Head, Commercial Loans Authorization and Fulfillment Department

Job Summary:

Primarily responsible for the effective control of over-all technical operations of commercial loans through the effective and efficient utilization of physical and manpower resources. Ensures quality assessment of all loan documents and instructions received from marketing units.  Ensures that all interdependency requirements among units are properly coordinated and performed in accordance with the Bank’s established policies and procedures. Oversees the smooth transition and processing of accounts that originates from branches nationwide and head office units. Ensures that fraud and irregularities are properly reported to Management.

 

Specific Duties & Responsibilities

  • Plans and institutes proper directions and ensures effective and quality performance of each section within the department.
  • Daily monitors and controls processing of transactions by checking compliance with approved terms and conditions.
  • Approves and/or endorse deviations for the resolution and regularization by concerned units.
  • Daily monitors productivity of each section by checking work volume, work hour distribution and manpower complement adequacy to address bottlenecks to ensure equity and efficiency.
  • Trains and rotates staffs and officers to become flexible and multi-skilled. Regularly coordinates with Learning and Development for the training needs of all CLAFD personnel.
  • Prepares yearly budget and monitors and regulates operational and capital expenditures.
  • Assists the Division Head in career planning of subordinates through monitoring and appraisal of personnel performance and recommends deserving personnel for promotion or model employee awards.
  • Promotes continuous improvements by conceptualizing process and system improvements and engaging personnel to suggest new ways of doing things.
  • Aids the Division Head in attending to the reportorial requirements of internal and external auditors and attends to queries and clarifications regarding area/s of responsibility.
  • Supports the Division Head in creating and testing the division’s business continuity plans by documenting contingency plans, safekeeping and retrieval of pertinent documents and records and assigning specific responsibilities to personnel in case of emergencies.
  • Assists the Division Head in ensuring the operational risks in the department are identified and control measures are put in place to mitigate and/or eliminate potential risks.
  • Coordinates with the Division Head regarding various automation and process improvement projects as the need arises, from development to the implementation phase.     
  • Performs continuous review on the organizational structure of the department to make it more efficient and responsive to changes in accordance with management directions.
  • Standardizes processes and interpretation of loan policies and procedures.
  • Formulates and recommends policies and/or procedures relative to loan operations processes to update, revise and/or replace obsolete ones.
  • Manages and implement strategies/plans to further improve department performance.
  • Formulates and implements strategies to improve handling documentation review and quality assessment of loan documents and/or instructions.
  • Ensures that all loan related transactions/instructions received from CBG, SAMG, ComBank, BBC, CLG, Branches and HRMG are properly implemented and acted upon in compliance with the agreed Service Level Standard and Turn Around Time, and in accordance with bank’s established guidelines, policies and procedures.
  • Conducts meetings to update/inform Officers and Staff on current issues & discuss proper measures in handling problems encountered in day-to-day operations.
  • Ensures that all pertinent records and loan approvals are properly maintained, updated and safekept for verification and reference.
  • Performs other related functions that may be assigned from time to time.
