PROGRAM MANAGEMENT OFFICER, PROGRAM CONTROL DEPARTMENT

Position Title: Project Management Officer

 

Job Summary:

  • The PCD Program Management Officer shall provide centralized control of schedule, scope, resources, costs, changes, risks and quality in the assigned IT and Non-IT requests portfolio.
  • The PCD Program Management Officer shall handle secretariat functions for the Information Technology Governance Committee (ITGC), as alternate of the Program Control Department Head.
  • The PCD Program Management Officer shall document and review assigned Continuous improvement related to Project Management and IT Governance.
  • The PCD Program Management Officer shall participate in relevant bank-wide committees, as required.

Specific Duties & Responsibilities:

 

INITIATION:

  • Review Initiation required documents and publish weekly status reports collated by PCD Program Management Specialist based on the assigned IT and/or Non-IT requests.
  • Monitor and Control assigned IT and/or Non-IT requests in Initiation based on project progress, issues and risks until its closure prior to endorsement to PCD Head for Information Technology Governance Committee (ITGC) and/or Information Technology Steering Committee (ITSC) approval.
  • Review documents and request for sign-off to PCD Head on IT and/or Non-IT requests for endorsement to Bidding Committee (Bidcom)
  • Conduct weekly spot checks with PCD Program Management Specialist based on the submitted Status Reports from PMs, to monitor IT and Non-IT Request progress, risks and performance based on timeline.
  • Review and request for sign off to PCD Head to publish weekly IT and Non-IT requests dashboard to related audience
  • Conduct Formal quality assurance review with PCD Program Management specialist, as per assigned IT requests, and provide report for sign-off by the PCD Head and PMD Head.
  • Escalate to PCD Head on any IT and/or Non-IT requests (Initiation) significant issues and risks associated with scope, budget and schedule.

 

EXECUTION:

  • Review Execution required documents and publish weekly status reports collated by PCD Program Management Specialist based on the assigned IT and/or Non-IT requests.
  • Monitor and Control assigned IT and/or Non-IT requests in Execution based on project progress, issues and risks until its closure prior to endorsement to PCD Head for Information Technology Governance Committee (ITGC) and/or Information Technology Steering Committee (ITSC) approval.
  • Conduct weekly spot checks with PCD Program Management Specialist based on the submitted Status Reports from PMs, to monitor IT and/or Non-IT Request progress, risks and performance based on timeline.
  • Conduct Formal quality assurance review with PCD Program Management specialist, as per assigned IT requests, and provide report for sign-off by the PCD Head and PMD Head.
  • Review and request for sign off to PCD Head to publish weekly IT and Non-IT requests dashboard to related audience
  • Escalate to PCD Head on any IT and/or Non-IT requests (Execution) significant issues and risks associated with scope, budget and schedule.

 

CLOSING:

  • Review of IT request closure and benefits capture reports and ensure it is within the prescribed timeline and budget.
  • Review and request for Approval to PCD Head on the completion of IT request closure documents.

 

Qualifications:

  • Graduate of any Business- related courses
  • At least 5 years of related working experience
